I read a TMF (Telecommunication Management Forum) publication that showed four concentric circles of issue prioritisation that was a pretty good representation of the order in which an out of control OSS should be tackled.

It went something like this:

  1. Data Integrity – If your data is inconsistent and / or inaccurate, no matter how good your applications and processes are, your operators, field work force and customers will receive an unreliable user experience. Loss of data sanctity also tends to increase lost or stranded assets, network performance, lack of visibility of resources that are available for customer services and generally higher operating costs. If you have problems in this area, like many organisations do, this is where I’d focus my efforts as highest priority until they are resolved. In doing so, I’d focus on designing data integrity feedback back into the system to ensure continuous improvement rather than continuous degradation.   2. Network Sophistication – Once you have your data integrity issues under control, you can start getting more sophisticated with your OSS and network, whether that’s in terms of more network or application domains, cross-domain infrastructure, increased integration, etc
  3. Network Optimisation – This is where network and OSS build, optimisation, increased flexibility / integration and OPEX reductions can be sought based on foundations of the two prior building blocks
  4. Business Optimisation – This is where you can start gaining significant value for your business as a whole, with more sophisticated planning and insights being derived from your OSS data. Innovation, revenue increase models and sustainable advantages can be built upon the three prior stages

Where does your organisation sit on this priority list? Probably like many others, with initiatives spread across all four.
